I found the divers crate key in the windmill bag, if that helpsAs far as I know any and all of those keys can and will drop off of bots and HVT's anywhere in the zone.
As far as common.. I would say not really but any and all those keys could drop or be picked up and then you are on the chain where ever you start it. I know I saw the windmill key drop several times and had no idea what it was for.
But
LMAO doing research on the mayors bag key just now..
The sewers maint key gets you to that crate that gives you the mayors bag key
to get the Sewers maint key you need to get that from the divers crate which of course requires the divers crate key which can be found in the bridge stash crate.
So for the bridge stash key you need to go into the stadium which requires a key as well as the locker room which requires a key.
So you can see this is a LOOOONG chain of keys... TO my knowledge the bridge stash key does drop the same as any of the other keys too with bots and HVT's so yeah once you get a key in the chain of keys you have access to others.. to note the divers crate always gives a gold skull
So there is another item that is of high value that is needed to open up passive missions
