Can anybody explain map cycle or rotation

Map Cycle switches from map to map. Rotation means "it's the map's turn." In other words, a map rotation is kind of like a wheel of sorts.

However, Black Ops 3's Map Cycle or Rotation system works by algorithm. It can decide that it wants to play on the map Nuk3town in 3 consecutive matches if it wants to. However, that depends on what Treyarch decides that it's best for that player or players. Example, if your team has perfect 4 Bars, then all of you can go to the biggest map in BO3. If your team has 3 bars, then you go to a medium sized map. If you have 4 bars, and some of your team has 3 or 4 bars, it's a moderate map. Make sense?

For DLC's, there are probably 2 layers: Connection Quality, and if the player has DLC? Yeah, that kind of matchmaking.
