If you want the jack boots you need to jump into the air and stomp on peoples heads on COD AW. To do this you need to jump or double jump and press O or B if you're on xbox and it will boost you towards the ground. I believe you need to get 3 kills like this in one game (not in a row).

These are the Jack Boots. They are not permanent btw they last for 30 min though.
