Game crashes when GPU spikes to 100% in task manager

I have been having this problem for about the last year and have tried everything to fix it. I have tried moving my game from my hard drive to SSD and then back, a list of fixes on the internet, I re-installed windows along with updating my motherboard bios, I even yesterday moved my entire pc into a larger case with more fans. None of these possible solutions worked. The game opens just fine but when I go to load into a game it either spikes my GPU to 100% immediately or I load into the game and it does it shortly after. The game always reads unresponsive in task manager after my GPU spikes to 100% usage instead of the game actually crashing so I don't get a crash code to find the problem. In my rig, I have an i7700k, 2070 super from EVGA, 32G of ddr4 running at 3200mhz, a 500G SSD, and a 2T WD blue hard drive. Any suggestions to fixing this problem?
 
Let me be the first to welcome @TheIntern to our ranks here on CoDForums and let me see if I can help you get to the heart of the issues you're having.

As you're referencing error codes, I am going to assume that you are fairly confident with your skills in finding solutions to issues once you have the error codes, so working on that assumption, I have this as a suggestion to help point you in the right direction.

Windows has a really powerful tool called Event Viewer, described here in this Wikipedia extract:

Event Viewer is a component of Microsoft 's Windows NT operating system that lets administrators and users view the event logs on a local or remote machine. Applications and operating-system components can use this centralized log service to report events that have taken place, such as a failure to start a component or to complete an action.

This is a good guide on how to use it to track down error codes.

Post the codes you get here, and we can figure it out together, otherwise if you manage to work it out using the small amount of info I have given you, post what you did, so I can learn something new.
