BO3 is Broke

For the last month or so Bo3 (PC) will not start.
"error did not shutdown properly last time you played" give option
start in safe mode Y or N neither work.I verified game files still not working.

Finally found the problem,I had a program called "CAM " that monitored my computers specs.It also had an overlay too for FPS. CPU and GPU usage.
It was interfering with the game.I uninstalled it and BO3 works just fine.
