Need help Black ops Cold War

Hello, I recently got call of duty Cold War for Xbox series X. I’m using the HDMI included with the series X along with a Vizio 4K UHD tv with Dolby vision. The tv is calibrated. For some reason call of duty appears to be playing in 30fps. The movement is not smooth and you can tell I’m not getting 60FPS… my Xbox is updated, my tv is on the latest firmware update. What is going on? Why can’t this game produce 60FPS???!!!

I have gigabit speed internet. Average around 930MBPS - 1,090 MBPS

We’re is you Xbox located because for me if it is my basement it is around 30fps if it is upstairs it is 60 fps
