    After reinstalling the game, It would not launch and go into the loop of "Launching" and "Start game" on the Battle.net client.     I figured out why I could not change the frame rate option. It says full screen exclusive was not available due to the OS was giving priority to another window. I closed a hardware monitor I had open and it let me switch to Full screen exclusive. Then I could select 165hz refresh rate. However...

    This is on the PC version. So this is weird. I was getting 150 to 160 fps. Then today it started giving me only 70 to 80 fps while playing. I checked all of my settings and nothing has changed.
